Enrolling in El Fatoora with TTN: the six steps, the documents to prepare, the signature certificate, the known costs (0.190 TND per invoice) and the points still unconfirmed.
Enrolling in El Fatoora – Steps, documents, timing and costs for an SME

Short answer: Since February 15, 2026, you enroll in El Fatoora, Tunisia’s e-invoicing system, online at adhesion.elfatoora.tn, with Tunisie TradeNet (TTN). You file your application, obtain a TunTrust signature certificate, then submit a declaration to the tax control office together with the enrollment certificate. TTN has cited 0.190 TND per invoice and a subscription of about 10 TND per month; the validation time remains the least predictable point.

Your chartered accountant keeps telling you to “file the TTN application,” a client asks you for an electronic invoice, and you know neither where to start nor how much to budget. Here is the process in order, with the amounts that are known and those that nobody has published.

Key points

  • TTN alone manages the system (Government Decree No. 2016-1066, Article 2). Filing online generates an acknowledgment of receipt and a reference number.
  • After enrollment, you file a declaration with the tax control office, together with TTN’s certificate (Article 4 of the decree).
  • Costs cited by TTN: 0.190 TND per invoice (up to 50 KB, according to the press) and about 10 TND per month.
  • Signature certificate: an ID-Trust key at 350 TND excluding tax for two years, or DigiGo on mobile, whose price varies by source.
  • The data-entry portal portail.elfatoora.tn has been running since September 15, 2026.
  • Still unconfirmed: the official list of documents, the enrollment fees and the actual validation time.

Who must enroll in El Fatoora, and why file the application now?

Every service provider legally bound to do so must file an enrollment application with TTN: common note (note commune) No. 02/2026 of January 23, 2026 provides for this. It uses a simple criterion: a service activity, primary or secondary, appears in your declaration of existence (déclaration d’existence, the tax registration filing).

Filing has an immediate effect. Until you complete enrollment, you can keep issuing paper invoices that comply with Article 18 of the VAT Code, provided you have filed your application. No official deadline closes this transition period.

The legislative timetable remains open: on April 2, 2026, the finance committee of the ARP (Parliament) adopted an amendment that defers the entry into force of Article 53 of the 2026 Finance Law to a later text; as of October 9, 2026, no source confirms a plenary vote or publication in the JORT (Official Gazette). We cover this point in detail in our status report on e-invoicing in October 2026.

What are the steps and documents for enrollment?

The process takes six steps.

  1. Check your declaration of existence. Note the service activities listed in it.
  2. Gather the documents. One software vendor lists the business license (patente) or tax ID (matricule fiscal), the extract from the RNE (National Business Register) and the legal representative’s ID document. We could not consult TTN’s official list: confirm it on the enrollment portal.
  3. Order your signature certificate from TunTrust, the brand of the National Agency for Electronic Certification (ANCE). First decide who signs: the issuer or a person the issuer authorizes (Article 3 of the decree).
  4. File the application on adhesion.elfatoora.tn. Keep the acknowledgment of receipt and the reference number: they prove your filing.
  5. Declare your enrollment to the tax control office. As soon as TTN issues the enrollment certificate, you submit a declaration using the administration’s template, together with that certificate (Decree No. 2016-1066, Article 4; Article 18 § II ter of the VAT Code).
  6. Choose your issuing mode. In Web mode, you set up your company on portail.elfatoora.tn, then enter, sign and transmit each invoice. In EDI mode, your management software exchanges data with TTN in TEIF (XML) format.

In the end, each invoice carries your electronic signature, TTN’s signature and a unique reference, with a QR code that makes it possible to verify its registration. See also our guide to the e-invoicing procedure.

How much does El Fatoora enrollment cost, certificate included?

Budget for two items: TTN’s pricing (subscription and per-invoice price) and the TunTrust signature certificate.

ItemKnown amountReliability
Enrollment feesNo amount published; “free” according to one software vendorNot confirmed
TTN subscriptionAbout 10 TND per monthCited by TTN before the ARP on February 10, 2026
Transmitted invoice0.190 TND (190 millimes) up to 50 KBCited by TTN; 50 KB threshold reported by the press, price above it unknown
ID-Trust certificate (USB key)350 TND excluding tax for two yearsPrice in effect since October 16, 2020, still cited in 2026
DigiGo certificate (mobile)10 TND excluding tax for one year and 250 millimes excluding tax per transaction (2020 pricing); 50 TND excluding tax for two years according to software vendors in 2026Sources disagree: check with TunTrust
Legal entity seal (Enterprise-ID)Price on requestNot published

TTN cited both amounts for the portal intended for small professions. We could not find the pricing order (arrêté) provided for by Article 13 of the decree: ask for written confirmation from the sales contact TTN publishes (commercial@elfatoora.tn).

Example: for 100 invoices per month on the portal, the per-invoice price comes to 100 × 0.190 TND = 19 TND. With a subscription of about 10 TND, you reach about 29 TND per month, or 348 TND per year. If you sign with DigiGo and each invoice uses one transaction at 0.250 TND, add 25 TND per month, or 300 TND per year. These prices remain to be confirmed: treat the result as an order of magnitude.

Some software vendors recommend DigiGo for low-volume portal use, the ID-Trust key for EDI mode and the legal entity seal for high volumes. This advice has no official standing: have TTN validate it before you buy.

How much time should you allow, and what remains to be confirmed?

Allow plenty of time: according to one software vendor, TTN announces validation within a few business days, but in practice it takes several weeks, or even several months. On February 9, 2026, before the ARP finance committee, the president of the OECT (Order of Chartered Accountants of Tunisia) described the processing times for enrollment applications as inadequate. For the certificate, one software vendor mentions 3 to 10 business days, without official confirmation.

As of October 9, 2026, four points remain to be checked with TTN or TunTrust:

  • the official list of documents for the application;
  • the enrollment fees, the price above 50 KB and the price of copies;
  • the current DigiGo price list;
  • the actual validation time.

Which mistakes delay or weaken an enrollment?

Four mistakes come up often.

  • Waiting for a deadline. None exists; filing the application is what secures the continuation of your paper invoicing.
  • Relying on an unvalidated paper file. Since September 15, 2026, TTN has asked the companies concerned to re-register online.
  • Forgetting the declaration to the tax control office once you receive the certificate.
  • Enrolling with a messy customer file. Missing or incorrect tax IDs, duplicates, gaps in numbering and inconsistent VAT rates cause rejections. Clean up the file and lock the numbering for each fiscal year.
